I'm not a fan of the Punky Fish top, either. I don't think it juxtaposed well with the time vortex powers. It made what should have been an epic moment into something slightly silly.
I've always thought her wardrobe in the second season was due to her shopping throughout space and time with unlimited credit chips (and also, access to the TARDIS wardrobe). The clothes are still frequently a little odd, but certainly higher quality.
